The TEXXECURE rating system provides a standardized, data-based assessment of the technical quality of PV systems – from components to finished projects. This results in a comprehensive rating that provides clear guidance for banks, insurers, investors, and operators.

The Rating Rules

The rating rules are the foundation of the TEXXECURE rating system.

They define

  • the methods, criteria, and processes used to assess photovoltaic systems, components, and services.
  • the requirements, criteria, and admission procedures for rating bodies.

The assessment process is based on a standardized, differentiated catalog of criteria covering all relevant areas – from module and inverter production, planning, procurement, construction, and installation to operation, maintenance, and monitoring. This assessment logic ensures that every PV system is tested according to the same objective, standardized criteria.

The rating rules are continuously refined, expanded, and adapted to new technologies. This ensures that the system remains resilient, up-to-date, and internationally compatible. As a result of its clear structure, the rating system makes technical quality transparent and provides genuine security to investors, banks, insurers, and operators.

The Rating Process

The TEXXECURE rating process involves two stages: First, independent rating bodies review all technical documents and certificates. The result is a standardized Level 1 Rating. Second, rating bodies perform an on-site physical inspection. The result is a standardized Level 2 Rating. The Level 1 and 2 Ratings are then combined and translated into a clear Comprehensive Rating ranging from AAA to D, using an algorithm.

Only systems, components, and companies with sufficient technical safety (AAA to B) receive a certificate along with a test report. All others (C and D) receive only a test report. Results are stored in the TEXXECURE database. Each client decides independently who is allowed to view the test report and certificate.

The TEXXECURE Rating Levels

The TEXXECURE rating bodies assess the technical quality and risks of a PV system using a two-stage process and translate all results into a clear Final Rating ranging from AAA to D. This clearly shows which components, systems, and market participants are reliable—and which are not.

Level 1: Desktop Rating

Document review, e.g.:

  • Technical data
  • Guarantees
  • Design
  • Degradation & service life
  • Proof of safety certificates
  • Compliance with applicable standards and norms (IEC, ISO, TEXXECURE rating rules)
  • Environmental and social assessment (ESII)
  • System design
  • Documentation
  • Quality assurance
Level 2: On-site Rating
On-site inspection, e.g.:

  • Production quality
  • Compliance of BOM/SOP execution with reviewed documents
  • Transparency
  • Installation/assembly quality
  • Cabling & safety
  • Compliance with plans
  • Construction site and installation quality
  • Climate zone compatibility
  • Actual performance vs. projected performance
  • Accelerated aging tests (for type ratings)
  • Operability
  • Other risks related to execution and implementation

A Level 2 Rating is assigned only if at least a B rating has been achieved at Level 1. The Level 2 Rating confirms or corrects the results from Level 1.

The TEXXECURE Rating Scale

The rating system uses a points system from 0 to 1,000. After a PV component, process, product, or system has been assessed using the points system, a rating ranging from AAA to D is assigned, as illustrated in the following table:

No certificate is issued for PV systems with a “C” or “D” rating. In the event of a reassessment, the entire rating process must be repeated. In the case of a “C” rating with more than 660 points, a reassessment based on the initial assessment may be possible under certain circumstances. A “D” rating is generally assigned if at least one critical knockout criterion is not satisfied, indicating that safety-related discrepancies have been identified.

Certificate

If a rating is positive (AAA – B), the rating body will issue a TEXXECURE certificate. It includes:

  • Scope of testing and underlying test modules
  • Key technical results
  • Final rating
  • Certificate number and validity
  • Seal and signature

For “C” and “D” ratings, no certificate, only a report will be issued.

The TEXXECURE Rating Bodies

 

The TEXXECURE Rating Foundation develops, maintains, and operates the rating rules. Assessments are carried out by independent participants accepted by TEXXECURE. They include:

  • Certification bodies
  • Inspection bodies
  • Test laboratories
  • Independent engineers/experts

Spreading the assessment process across different assessment categories ensures maximum objectivity and credibility.

Transparency under your control

As the client, you decide who can see your rating. All relevant documents are stored securely in the TEXXECURE Rating GmbH database. Access to your rating will be provided only to the user category that you have approved. The system offers you three options:

  1. Restricted access
  2. Access limited to specific interest groups
  3. Public access for registered participants.
Level 1: Restricted access

Only you, the rating body involved, and so-called power users of TEXXECURE can access the rating. This is ideal if you want to address the rating internally first or clarify optimization potential.

 

Level 2: Limited access

You share the rating with selected partners, such as banks, insurers, or investors. This is the perfect solution if you are preparing financing, terms of insurance, or partnerships.

 

Level 3: Public access

The rating is accessible to all registered users of the platform. This is ideal for high-quality projects that want to demonstrate transparency—for example, to institutional investors or in connection with bidding processes.
